How to make scim work in Ubuntu 9.04/8.10

It is hard to make scim work in English windows; sometimes, it does not work in certain programs (e.g. Openoffice 3).

To solve this problem, one can just install English Language package.

From Menu:
System --> Administration --> Language Support
Choose English
Select Basic Translation

Test work in Ubuntu 8.10 and 9.04

It still does not work on 9.04

First of all the UI for System->Administration->Language Support is a little different than explained here. It has "Use IME to enter complex characters" enabled. Still I get following types of characters when I choose hindi itrans.
ह ह नà¥à¤¨à¥à¤µà¥¥à¤¨à¥¨à¥ à¤à¥
I would greatly appreciate if I am told what is that I am missing...
