It is hard to make scim work in English windows; sometimes, it does not work in certain programs (e.g. Openoffice 3). To solve this problem, one can just install English Language package. From Menu:

It still does not work on 9.04
First of all the UI for System->Administration->Language Support is a little different than explained here. It has "Use IME to enter complex characters" enabled. Still I get following types of characters when I choose hindi itrans.
